The association Oeuvre de la fleur had already advocated for the creation of school gardens, balcony planting, and family gardens before the First World War. The Luxembourg Fruit and Vegetable Association was founded in 1894.
In 1918 and 1919, the Cercle horticole and the gardening cooperative were established in Esch-Alzette. They also called for the beautification of public spaces through greenery. In 1920, the Amis de la Fleur was also founded in Esch. The board included planners of workers’ housing estate in the southern part of the country.
The flower and art exhibitions held in Esch-Alzette and Schifflange in 1921 and 1922 attracted significant attention. The associations Cercle horticole and Amis de la Fleur joined together under the name General Association of Allotment Garden Cooperatives.
To avoid isolated initiatives and ensure uniformity in the development of workers’ gardens, the government initiated merger negotiations in December 1925 between the Association Garten und Heim, the General Association of Allotment Garden Cooperatives, and the Amis de la Fleur associations. The aim was to provide legal protection and rights to the newly formed unified association. The agreement was signed in December 1928. In 1930, the first national congress took place, and the association had 13,102 members across 99 sections, with a population of 67,240 households. The size of the association required a structural organization into regional groups, which were replaced by regional commissions in 1958 and reorganized in 1987.
In 1939, Hereditary Grand Duke Jean took over the patronage of the association. In 1940, 2,000 members managed a rented garden, and 8,400 had their own garden.
During the war, the association was dissolved, and its activities were incorporated into the Reich German allotment gardening system.
